Don't answer a question with a question. Needs more specificity. Describe what the outcome will be. Provide context. 

Background

Talk about the current technology used. Provide context, including history of these disasters in New Zealand. 

Objectives

Should outline the steps you will take to create this project. You should have 10 key objectives, and have subheadings underneath them expanding on what you will need to do to complete that objective.
